Kyla ambushes Venancio and Troy when they are stealing building supplies.

Venancio meets with a Brazilian power broker who threatens Venancio if he can’t provide the smuggled shipment that has been promised.
Kyla questions one of the criminals she arrested, but she can’t threaten him with much. Bradbury has no long-term prisons and offenders usually just get assigned to work details.
Ray goes to a manager at protein factory to get a box of steaks he can give to Troy. The manager will only help if Ray can get the manager’s daughter admitted to Mars University. Ray meets with the president of Mars University. Ray suggests the government turn unused classrooms into prison cells for a fee. The president admits the daughter of the protein factory manager to grease the wheels of the deal.
Ray gives Troy a box of steaks, but says he won’t be blackmailed anymore. Troy takes the steaks to Venancio. Venancio is impressed and makes Troy a member of his gang.
Kyla tries to get SHAHYLA SANGHERA, a young Pakistani woman, to be a police spy.
Garrett and his friend work construction. Troy delivers metal to the building site and realizes there’s a lot of stuff that could easily be stolen. Troy tells Venancio about the unguarded job site. Venancio knows the Brazilians will pay for black market metal and plans a robbery.
Garrett arrives on the job site and discovers supplies have been stolen. Kyla and Henry investigate the theft.
Troy urges Venancio to go back for another theft. Other members of the gang are suspicious that the authorities will take precautions, but Troy convinces them to take a chance.
Because safety equipment was stolen, a worksite accident kills a construction worker.
Venancio and his gang return to steal metal from a construction site. Kyla, Henry, Ray and other police officers ambush the gang. Troy and the criminals flee in a rover, chased by Kyla and her associates. Troy jettisons a trailer of stolen metal in order to escape.
Labor leader JOE DOUGLAS calls for a strike because of the dead worker.
